We've been over both of these things before - Travis is the expert on CALBs, so you should listen to him. But, as long as you're not hitting LVC, you shouldn't need to limit to 5C.

If it goes to 100% duty cycle at full throttle, battery and motor current will be the same. If you raise the current limit so that the controller will put out as much as the motor asks for, you will have motor current = battery current under full throttle.
